English : Fisherniens Visions for the Implications of the Ministerial Decree of Preventing Fisihing at the Mediterenian Sea During Specific Period Every Year in Some Governorates in A.R.E.

Abstract The main purpose of this study is to determine the fishermen's awareness for the implications of the ministerial decree to prevent fishing at the Mediterranean Sea during specific period every year (3 months) in some governorates in A.R.E . It also seeks to determine their awareness of the significance to limit such period into two months only. In addition to that the study intends to explore the respondents points of view about the positive and negative aspects of applying this decree and their suggestions to deal with its negative consequences. The study covers five coastal governetes namely ;Alexandria, El-Behira, Kafr El-Sheik, Domietta and Port Said. One principal fishermen society was selected to represent each governorate as follows : El- Anfoushy society (Alexandria), El Mahadia society ( Behira), Borg El Bondis society ( Kafr El-Sheik), Esbat El-Borg society (Demietta). and El-Reswa society ( Port Said). Focus group technique is used in the process of collecting the research data. Three groups are formed from each society whose member amount to 10 fishermen. So, the study sample consisted of 150 respondents. The study was conducted on February and March 2008 . Both qualitative and quantitives measures are used to present the findings The major finding of this study can be summarized as follows: 1. Findings revealed that the respondents have a realatively high perception for the latent causes of preventing fishing during certain period every year which demonstrated in stop fish spooning and enable small fish to grow. 2.There are differences in fishermen's points of view to sudden decision to restart fishing after two months in stead of three. Some of them viewed that it is a political reaction to the pressures excercied by some members of people's assembly senate councils, and some others concerned people. In addition to complains offered by fishermen and calling to strikes. 3.As a result of applying the Ministerial Decree 15 positive aspects were realized Most importantly are increasing fish production and in turn increasing fishermen incomes. 4.The respondents pointed out that there were 9 negative economic and social aspects appeared . Most importantly are : Increasing unemployment rate among fishermen, a noticeable increase of fish prices at the markets, some fishermen abandon their career of fishing, and an increase of their feeling of social insecurity. 5.Findings revealed the main suggestions of the respondents to overcome such negative consequences run as follows : •Setting up funds at fishermen cooperative societies for helping people and the affected families . •Enhancing funds already existed and appeal fishermen syndicates and union for more contributing to these funds. •Offering alternative income-generating project to support vulnerable families during their off- work period practically,this implies. Providing fishermen with orientation training on the pre-feasibility study of small and very small projects in field of fishing and other alternatives sponsored by social funded.
