English : Relationship Between Agricultural Extension Service and Some Rural Organizations in Munofia Governorate

Abstract The main objective of the research was to identify relationship between Agricultural Extension Organization and each of Agricultural Cooperative, Community Development Association, Health Unit, Social Unit, Local Community Unit, Veterinary Unit, Rural School, Village Bank, and Youth Center concerning forms and relationship level, mutual activities, mutual services, multiple communication channels used among them; different problems that impede relationships among the studied organizations, and suggestions presented by the research participants for solving those inter-organizational problems. The research was conducted in Munofia Governorate. The research data were collected during July 2007. A simple random sample of 144 agricultural extension agents, represented about 62% of the total number of agricultural extension agents in the Governorate, was drawn from the Governorate's administrative districts. A written questionnaire and interpersonal interviews were used in collecting the research data. Frequencies and percentages were used in analyzing and presenting the obtained research data. The main research findings can be summarized as the following: (1)The main relationship forms between Agricultural Extension Service and the studied rural organizations, ranked in a descending way, were: cooperation (63.3 %), integration (19. 7 %),coordination (10.6 %), competition (5.7 %), and conflict (0.7 %). (2)The research participants were communicating and dealing with each of organizations' leaders, technical staff, and administrative staff ranked in a descending way. (3)Relationship Level between Agricultural Extension Service and the studied organizations was weak with a general strength average of 38.12 score (relative average of 24.92 %). (4)The individual relationship with each of the studied organizations was weak, with an exception of that strong relationship (bond) with Agricultural Cooperative (general strength average of 12.38 scores equal to a relative average of 72.82 %). (5)The main inter-organizational services found in the research were: creating awareness among farmers concerning agricultural innovations, and providing and distributing agricultural inputs. (6)The main inter-organizational activities revealed by the research findings were: implementing agricultural extension lectures, and participation in agricultural national campaigns. (7)The main inter-organizational communication channels, revealed by the research findings, were: telephone, personal communication, and letters. (8)The main inter-organizational problems that impede effective communication between Agricultural Extension Service and the studied organizations were: Low financial resources, and harmful administrative bureaucracy. (9)The main suggestions presented by the research participants for inter-organizational relationships were: availability of law (s), regulations, or instructions that regulate inter-organizational relationships, and financial (material) support for inter- organizational relationships. Some suggestions were formulated to be raised, as recommendations, to policy makers to be taken into consideration in supporting relationship between Agricultural Extension Service and the studied rural organizations in Munofia Governorate.
