ROLE OF AGRICULTURAL EXTENSION IN PUBLIC PARTICIPATION IN RURAL DEVELOPMENT PROJECTS

Abstract |
Agricultural Extension, recently, has fulfilled many projects of rural development, which aimed at improving the standard of living for rural people. Despite the importance of these projects rural people are still contributing very little to these projects. This is perhaps due to their inability to realize their aims. In this respect the role of agricultural extension emerges as well as its importance in encouraging rural people to take part in these projects.
This research aimed at the following :-
(1) Identifying the forms of public participation, which included: planning, execution,
following up, evaluating and financing in each of the following rural development
projects :-
calf rearing project - brooding chicks project - pekin Ducks project - The Vegetable nurseries.
(2) Identifying the role of agricultural extension in encouraging rural people to take
part in the previously mentioned projects in the following areas :-
(A) Informing farmers to take part in these projects.
(B) Convincing farmers of the projects' benefits.
(C) Training farmers to perform the innovations in these projects.
(D) Following-up the agricultural innovations executed by farmers in the studied projects.
This research has been conducted in four governorates : Sharkia and Gharbia in Lower Egypt, and Asiut and Giza in Upper Egypt, where the greater number of rural development projects under agricultural extension system are fulfilled. The districts which have the largest number of these projects were selected. The sample of the study covered the total number of agricultural extension workers in these districts which amounted to 185 extensionists.
A questionnaire form has been prepared and pretested to collect data from the research sample of the agricultural extension workers. These data have been collected during May and June 1992. In analyzing them, the simple correlation coefficient and the Chi square (X^) test have been used.
The most important findings of the study indicated the following : Forms of public participation in the studied rural development projects which are : Calf reariing project, brooding chicks project, vegetable nurseries project and Pekin Ducks project, were arranged descendingly as follows :-
Execution, following-up, planning, evaluating, and financing.
With respect to performing agricultural extension role to encourage public participation in the studied rural development projects the findings have shown that elements of this role can be arranged descendingly as follows :-
Convincing the farmers with the benefit of these projects then informing farmers to participate in the projects, follows, training the farmers to fulfill the modern agricultural practices in them, lastly, following up their execution to them.
The results have shown that (69.9%) of the total sample of the research have decided that the agricultural extension must perform its role in informing farmers to take part in rural development studied projects with an aim to activate and increase their participation in these projects.
The results have shown that (78.92%) of the total research sample have decided that the agricultural extension must perform its role in convincing informed farmers with the benefit of studied rural development projects with the aim to activate and increase their participation in these projects.
The results have shown that (70.09%) of the total research sample decided that the agricultural extension must perform its role in training farmers to execute the modern agricultural practices in the studied rural development projects with the aim of activating and increasing their participation in these projects.
The results have shown also that (74.16%) of the total research sample informed that the agricultural extension must perform its role in following up the execution of the farmers to the modern agricultural practices in the studied rural development projects with the aim of activating and increasing their participation in these projects.
The results have shown a relationship between some personal variables of the examined sample and their view in performing agricultural extension role to encourage public participation in the studied rural development projects.
Lastly, the results have shown that the most important hinderances which face the agricultural extension to perform its role in public participation in the studied rural development projects are :-
The absence of the motive to change the farmers, their low education, their sticking to the hindering cultural values and traditions and the difficulty for them to obtain the requirements of executing the projects.
