English : Factors associated with some farmer's rejection to cooperate with the irrigation improvement project in the Mahmoudia canal area, Behera governorate

Abstract The overall objective of the Irrigation Improvement Project (IIP) is to increase agricultural production and fanners' income through: the improvement of the irrigation infrastructure, facilitating a more equitable distribution of water and improving the on farm water management, reducing irrigation cost per fedan, eliminating farmers' conflict during irrigation, reducing water pollution and spreading out of diseases, and improving roads between farmers' fields by reducing size of meskas. This study was conducted to determine rejection reasons of soiree selected farmers within two areas (Bisintway and Shaly), which represent the project first and second contract areas respectively, to participate in the (HP) activities which have been carried out in the Mahmoudia canal zone, at Behera governorate. The specific objectives were to determine: some of the selected farmers' attributes, their reasons of rejection to co-operate with the 111' activities, the relationship between their reasons of rejection and some personal variables, and their suggestions for effective (IIP) participation. Six problem groups were classified to reflect farmers' reasons of not participating in the (IIP) activities. which were: lack of' knowledge about the project, doubts of workability of' the new system, farmers' social problems, fear of problems during project implementation, doubts of the (I1P) benefits versus cost, and threat of existing revenue for some farmers. A random sample of 138 refused farmers within the project area were selected out of 1346 which consisting their total number presenting about 10.25%. Data were collected in personal interviews using a pre-tested questionnaire timing March 1998 Averages, percentages, standard deviation, chi square test, histogram, and simple correlation coefficient were used to analyze data. The major findings of the study suggested that about one half of the respondents had a high rejection level of the project. Data also showed that the selected farmers' social problems group presented high priority of the selected farmers among other group in Bisintway area, however, the group concerning fear of problem during implementation came first among the surveyed farmers in Shaly area. Data also revealed the following: I. There were significant relationship between the respondents` ages and group related to doubts of the IIP benefit versus cost; flintily size and group related to fear of problems during implementation; location of farm land on the meska and group related to the selected farmers' social problems, and total degree of their rejection scorer and fanners' perception of the IIP law and groups related to lack of knowledge regarding the project, and doubts of the (IIP) benefit versus cost. 2.There was a significant relationship between the respondents' rejection levels degree of the IIP, and location of their farm land on meskas. 3. The selected farmers also provided six suggestions to insure their active future participation in. the project, consequently, they stressed the following: to insure the fairness distribution of (IIP) cost to be calculated according to size of fedan and not to size of the total contract area, to reduce cultivated area acreage served by such meska to be not more than 70 fedan , to assist in solving farmers' problem related to their owned pumping machines which will not be used on the improved meskas, to increase numbers of turn out on the improved meska to reduce farmers' conflict during irrigation, to assist in solving farmers' sewerage disposal problems, and to insure suitable amount of irrigated water when using the substitutes meskas during construction.
