| Abstract |
The Study scars to identify the degree of performance for both rural community development association awl village local units in planning and implementation of rural development programs to determine the differences in performance between the first one as a non-governmental organization and the second as s governmental organization. To achieve the study goals a questionnaire was designed and filled through personas interviews with 51 and 50 directors represent the two organizations respectively. The study carried out in 6 districts in Sharkia governorate. "Z" test was used to analyse the data. The results of the research revealed that the performance of 53% of the rural community development association and 56% of the village local units were moderate. No statistically significant differences occurred between the degree of performance of both organizations.
