English : Effect of Free Economic Policy on Economics of Rice Crop in A.R.E.

The objectives of this study is to identify the following two topics: - Status of Egyptian rice marketing systems under liberalization policies.- Changes in economics of rice crop under reform policies. The study handled rice production and marketing system. Eventually, the study highlighted production and marketing situation in the context of economic liberalization policies and programs. Reviewing evolution of rice area, yield/f. and production capacity during 1950-1964 showed that area of rice has increased at an annual rate of 27.76 thousand feddans. Likewise, yield/feddan has increased yearly by 0.06 ton resulting in an increase in production capacity estimated at 90.1 thousand tons. Under cooperative marketing system the study stated that rice market was disciplined and well controlled. However, cooperative system was afflicted by several difficulties and failure mainly caused by misapplication . Cooperative marketing era was divided into two phases in terms of time. The first phase covered the period 1965-1977. The second phase covered 1978 up to 1990. During the first phase, rice area, yield/feddan and production capacity have increased at an annual rate of 7.7 thousand feddans, 0.01 ton/feddan, 26.9 thousand tons respectively. The increase of rice area and production capacity was found to be statistically insignificant. The main objective of this study is to identify economics of rice post the implementation of economic reform policies and programs. The field study showed that rice production map has been liable to changes by the effect of the implementation of economic reform policy. For instance, Qaliobia’s area of rice has been increased twenty times after cooperative’s role had declined between 1989/90- 1994/95. Likewise, the comparative importance of land rent item has occupied the top of all items of cost of production. The field study also stated that price of paddy rice has risen steadily reaching L.E. 700 to 800 per ton . Based on the previous review, it seems quite clear that rice domestic and foreign trade markets are instable. This instability is mainly risen from the absence of cooperatives role in production and marketing of rice . Also, the role of public milling plants in rice marketing has been shrinking leading to a decline in the investments in the milling companies. ________________________________________________________________________________________________
