The Role of Financing Institutions in the Agricultural Development Process Under the Economic Liberalization Policy

_______________________________________________________________________________________________Financial resources are one of the determinants of the growth of the Egyptian agricultural sector, and its development is related to the extent, strength and diversity of credit and financing sources. Therefore, the study aimed to shed light on the effectiveness of agricultural credit policies through the role of financing institutions in developing the agricultural sector.
The study concluded that there is an improvement in the self-sufficiency rate as a result of applying the economic liberalization policy for wheat, corn, rice, red and white meat, sugar and oils, excluding the rice crop.
The study also indicated that there is a limited role of commercial banks, investment and business banks in financing the agricultural sector, and emphasizing the need to provide agricultural loans in the appropriate quantity and quality while ensuring that they are used efficiently in order to maximize agricultural output.
The study also showed that the movement of loans provided by the bank did not enjoy a kind of relative stability due to the effect of liberalizing credit policy compared to what it used to be.
The average job opportunity cost for some examples of agricultural projects financed by the Rural Bank amounted to about 13.6 thousand pounds, while it amounted to about 26.3 thousand pounds, 9.8 thousand pounds for the Local Development Fund and the Social Development Fund respectively.
The study dealt with the economic analysis of the role of the most important financing institutions in development, and focused on calf fattening and cotton cultivation.
The study showed that international institutions represented by the Main Bank and the Social Fund have played an important role in developing livestock, especially for small farmers.
The study indicated that the loans provided to cotton are not commensurate with the large increase in cotton production costs and the disproportion of disbursing loans with the dates of agricultural operations and the high interest rate.
The study revealed a review of the credit policy, increasing the credit activity of the Social Fund for Development, improving the role of the Local Development Fund in the field of rural development, providing a database and information in the field of credit services and making them available to investors in various fields of agricultural development.
